Policy
Circular 01/13 Setting Local Speed Limits
this circular issued in Jan 2013 encourages Local Highway Authorities
"to keep their speed limits under review with changing circumstances, and to consider the introduction of more 20 mph limits and zones, over time, in urban areas and built-up village streets that are primarily residential, to ensure greater safety for pedestrians and cyclists ..."

Leicestershire Local Travel
Plan (LPT3)
LPT3 set out Leicestershires
Local Transport Strategy until 2026. This is underpinned by a rolling 3 year
implementation plan. If its not on the implementation plan then funding will be
difficult.
The strategy is not very
encouraging. It would seem that spend is going to school zones, deprived areas
or those with poor accident records. There is some mention of 20 mph sign only
implementations on page 114 – but unfortunately you have to be killed first!!
Case Studies
An interim evaluation of a
city wide 20mph implementation. Lots of interesting reading, but note the table
on page 12 which shows an average speed reduction of 6.3mph where speeds were
previously in excess of 24 mph.
